My nation's military runs on restored Pre-War tech. Other than that it is a steam punk technology level.

Description/History:
Johnny Richards was born in northwestern Michigan and into slavery, his mother had a raider force himself upon her and she became pregnant with Johnny. At the age of seven Johnny was forced to work in the mines that were rumored to have jewels. The raiders wanted the jewels and promised the slaves freedom if they had brought in 20 lbs of jewels, it was lies but the slaves would fight for jewels and the raiders were entertained by it.

At age 14 Johnny's mother was killed because she had discovered an emerald and a war nearly erupted in the mines and in the end Johnny escaped the mines to give his raider owners the prized jewel. The raider gave him a pat on the head and then kicked him and told him to get back to work. This day helped fuel Johnny's hate for slavery and want for a revolution.

At age 17 a slave who was acquainted with Johnny stole a holotape that was a book of minerals. One item stood out to Johnny, coal, the mineral's ability when combusted lead to great power. He also knew the mines had a ton of that in the waste piles and nobody would think twice if he wanted those rocks.

From ages 17-21 Johnny had recruited at least 20 slaves to his revolution against the raiders. At age 21 his revolution began. Every day when the slaves left the mines to get their 4 hours of sleep, the raiders would take back their equipment was when it would begin.

A revolution member was first to put away his pick axe, and he put it through the skull of a raider and then shouted, "Long live the revolution!" The man grabbed a Pre-War Michigan State Flag and began waving it around. Then a rally of yells began that grew like the sound of thunder in the mines. Slaves (that weren't originally members of the plan) began to charge out of the mines and Johnny armed himself with the first killed raider's rifle. The raiders were overwhelmed and couldn't hold off the amount of slaves even with their weaponry(The population of Slaves to Raiders was 3:1).

After the raiders either fled or were killed, Johnny and the other original (living) revolutionaries took helm of the chaotic aftermath. The leaders either had previous knowledge of leadership before slavery or they studied old holotapes that the raiders kept for some reason.

The group seemed to favor democracy and republic to lead their people. Since the nation was in a shelf of land by Lake Superior, they settled on the name of The Superior Shelf. They discussed amongst each other who would lead and Johnny was their candidate since he was the one who began the idea of revolution (though he lied, he took credit for his dead acquaintance's beliefs of beginning a revolution).

The first expansion by the nation was to Canadian Forces Base Winnipeg and was led by an ex-vault member who still owned his Pip-Boy. After the base was found they claimed the territory in between the capital of Marysville (Named after Johnny's mother Mary).

There was a power crisis that needed to be solved and Johnny had a solution, coal, it would power generators and Johnny had hopes for a world run by steam power. He began asking the most intelligent civilians to find ways to expand steam power to more than just energy and to rule the day to day lives of the people (it would also come in handy if there was an EMP).

Johnny died at age 37 for he had been worked to hard all his life. Presidents after Johnny hoped to achieve his dream of a steam-driven world. President James Watt had perfected the work of his predecessors and finally achieved Johnny's dreams. Another notable president was President Anna Euer who was the first female president an she expanded the borders of The Superior Shelf further than Johnny's previous borders.

Government Type: Democracy/Republic

The President:
The President is voted on every 6 years but only serves one term and can be impeached. The President is in charge of nearly everything, he/she is in charge of Science, Military, Judicial Department, and Civilian life.

The Governors:
The Governors are appointed by the President to give orders from The President to the citizens of the different territories.

The Sheriffs:
The Sheriffs carry out the law in the territory's cities. The amount of sheriffs depends on how large the territory is and how many civilians live in the territory.

The Judges:
The Judges punish criminals in each territory. The Judge is not only judge but also the Jury and the Executioner.

Economy:
The Superior Shelf takes advantage of Lake Superior and they can easily ship around Lake Superior and occasionally slip around the other lakes unnoticed they hope that soon they can use the Mississippi River.

Culture:
The Superior Shelf citizens look like something out of a steampunk fantasy. Inside every house you will find a contraption running on steam that do the most simple or complicated tasks. Robots do not have enhanced technology or artificial intelligence but they run just fine and military variants are being tested. The people of the Superior Shelf have strange gadgets that they carry for giggles, safety, or just because they want.

Military: The Superior Shelf's army consists of land units and sea vessels. Though they have tried to run military on steam power, it didn't work so they had to run on Pre-War Power.

Land Units:
Abandoned Military Bases have left blueprints for Pre-War Weaponry and weapons used in the war. The factories were able to recreate the Pre-War weapons known as the C7A2 Assault Rifle, C1 SMG, FN FAL. They also recreated the M4 Recoilless Rifle that fired 106 mm rounds. The soldiers are trained by drill sergeants who learned from Pre-War training holotapes.

Navy Vessels:
In their current state, the navy isn't too strong. The Navy is basically any any running Pre-War trade ship that they refit with weaponry.

Religion:
The people of the Superior Shelf believe in one god who is the Greek God of Fire, Hephaestus. They believe Hephaestus granted them steam power and fire power (weapons). In every home a statue of Hephaestus (Usually crafted from coal) sits in the most used room and every person must pray to Hephaestus at least once a day. If they do not own a statue of Hephaestus, the city they live in has a large statue for people to pray to.

Views on Mutation:
Though not many mutants live further up north, the people accept them. The mutants have eyes watching them but they live in peace with the humans in the Superior Shelf.

Views on Slavery:
No one agrees to slavery in the Superior Shelf (If they do, they are very tight lipped about it) since the founder of the Superior Shelf was a slave before he founded the nation.

Population:
Since the north wasn't as affected by the Great War, less mutants and more people live there. That being said the current population stands at about 5,000 civilized super mutants, 42,500 ghouls, and 152,500 humans.

Region:
The Superior Shelf stretches from Northwest Michigan (on western side of Lake Superior) and stretches all the way to Lake Manitoba and Lake Winnipeg and the border stops right at the northern tip of Lake Winnipeg.

The Confederacy isn't in the nations list.
