American Council: OOC Thread I

Since it seems as though the American Assembly is all but dead (we haven't had much interest at all in starting a new thread) I thought it was time for a reboot of the American convention.

Just a thought.

But anyway, I made up a preliminary map for the standard factions that I think are normally included:

So far I have:

-The Empire of the Pitt (Lt. Andronicus)
-Midwestern Brotherhood (WONDERWOMBAT)

-Enclave (The Enclave)

-NCR

-Commonwealth (Magnus the Red)

-East Coast Brotherhood

-Khans

-Sierra Madre (Dalek)

-Vegas

-West Coast Brotherhood (Aldin Kris)

-Legion (Loneranger?)

-North American Canadian Alliance (Bosmight)

-Reborn Roman Empire (vandy)

-Japan (Mouseking)

I tried to leave ample room both for 1. Expansion, and 2. new factions for people to fill in. Because I think that's a better idea than me making up NPC factions. We can fill in NPC nations later if needbe.

And I think we discussed a few things that should be implemented this time around:

1. The MWBOS needs to be nerfed a bit. I suggest limiting their robotic forces to a relatively reasonable number, setting their power armored troops at only 15-20% of their total armed forces, and making the Mutant Liberation Army a very present and powerful threat to counteract the Brotherhood's might.

2. I suggest we start out in North America, but make this a "Summit Style" convention. In which the RP plays out on the world stage eventually.

3. We start out with ship numbers, military forces etc., that are respective of the "Summit Style" (i.e. larger).

4. Set it 15-20 or even 25 years after New Vegas. To make the Summit setting a bit more plausible perhaps. And allow for nations like the Khans to get settled.

As much as I hate to say it, I would also recommend not making massive novel-length sheets. Nothing wrong with them, but they take forever to write and read.

Well anyway, any interest in this then? Or is this just a bad idea? I thought a reboot might return some interest to the conventions.

History: August 15, 1945, Victory over Japan Day, marked the ending of the Japanese Imperial power, WWII had come to a close, an American Occupation and a dismantling of the Japanese royal families power was imminent. Japan was from then on essentially ruled from afar by the Americans. The trashing of Japanese sovereignty became worse as the world drew closer to the nuclear war of 2077. But what remained of the Japanese Royal Family planned in secret to reconsolidate their power after the looming nuclear war.

In secret the Japanese royal family with the aid of Zaibatsu, who were looking to further expand their power and autonomy from America, helped the Emperor construct Continuity of Government projects within Kyoto and several other major cities in Japan. Stores of technology, military weapons, and necessary equipment were stashed away in bunkers, waiting to be used by the Emperor and his loyal subjects to reshape Japan when they returned to the surface. When nuclear fire engulfed the world, Japan was prepared.

Within hours of the nuclear war, a new country was declared from within the Kyoto bunker, Japan was to do away with its democratic system placed upon the country by America, and the Empire of Japan was restored, with the Heavenly Sovereign, the Emperor of Imperial Japan, declared the undisputed ruler of Japan from this date until the end of time.

In time the countryside settled down, and some semblance of order had returned to the world. Local leaders, towns, farming villages had sprouted up. From their bunkers and with their usage of pre-war technologies, the Emperor of Japan began to spread propaganda and the truth to the outside world, watching, waiting, surveying, growing in strength. From these bunkers the banner of Imperial Japan slowly crept outward, in time, many local leaders had rallied to the Emperors words; the Empire and the Zaibatsu were creeping into power.

Some resisted but they were too weak to face the power of a strong willed, central government with the most powerful military on the Japanese Islands. By 2177, Japan was dominated by the Imperial regime, no one stood able to challenge its might.

But progress and development was slow. Japan had access to some of the world’s greatest technologies being a pre-war center of robotics, chemicals, electronics, and other high tech enterprises, but Japan lacked the necessary high quality raw materials for producing high quality products. This hampered the development of Japan and the Zaibatsu, but even still the infrastructure and ability of the Japanese economy grew.

Now Japan is preparing to project its power around the Pacific, its formidable economy and armies poised to bring it to the center place on the world stage, to reclaim fertile territory for Japan, and make Japan an Empire worthy of praise.

Government: Japanese government is a military dictatorship under direct rule from the semi-divine figure of the Emperor.

Economy: The Japanese economy is one heavily based on manufacturing. As Japan as a group of islands is relatively devoid of particularly high quality resources, the Japanese have used their technological knowhow as a work around. The main focus for Japanese economic development is aggressive acquisition of territory to further expand their resource pool to further improve the quality of goods.

Culture: Japanese culture is one where the military is considered one of the highest regards. The upper echelons of society come from the military, the Zaibatsu, and the ruling class. These parts of society are most deeply involved in the love of their leader and the workings of the country.

The Middle class must also, as part of the countries absolute control by the government, be a part of the system of unwavering love of the system and the rule. The middle class is the skilled labour force, and the military.

The lower class live relatively comfortable lives, they are less educated and are kept in line via mass distraction methods (prolefeed), they too are under the sway of the propaganda elevating their Emperor in their minds to the status of a divine being, but are less concerned with the long term affairs of the country. Instead their focus is on the day to day living, they are kept herded like sheep, while Japan grows ever stronger. The lower class is composed of the lesser labourers and everyday tradesman, farmers, and workers.

Xenophobia and the control of movement are a part of everyday Japanese life. The outside world is constructed to be a scary dangerous world, if it were not for the Imperial regime. Distrust of outsiders and the limiting of movement and information help control Japanese society.

Military: The Japanese military is perhaps Japans strongest asset on the world stage for diplomacy; the military is the prize jewel of the country. Japan’s overarching command and logistical branch of the military forces is Imperial Japanese Command (IJC). The actual military components are further subdivided into the Imperial Japanese Army (IJA), Imperial Japanese Navy (IJN), Imperial Japanese Airforce (IJA), Imperial Japanese People’s Army and Home Guard (IJPAHG). The special operations branch of the Japan is the Imperial Cult

IJA: The IJA is a powerful force consisting of infantry units, armored units, mechanised and artillery units. The IJA is trained to be ruthless, fanatic, and honorable. Soldiers are expected to practice Bushido and Yamato-damashii, and trained for the worst, bare minimum conditions. Self-sufficiency and harshness are used to mold the soldiers into effective fighting machines.

There are 65,000 active duty personnel in the IJA, in infantry, armored and artillery roles.

IJN: The Imperial Japanese navy consists of many larger oceans going vessels, and smaller lighter patrol, carrier, and landing aircraft. There are currently 25,000 active duty personnel in the IJN.

IJA: The imperial Japanese Airforce consist of 10,000 active duty personnel, who use a number of transport helicopters, attack helicopters, attack aircraft, craft based aircraft, and bombers.

IJPAHG: This is a volunteer militia force that takes place on the home front. These are not really soldiers who can be called up for active duty, but a training program to teach the youth the nationalist, xenophobic ways, to instill that sense of honor, duty and culture within them, and to groom them for a potential fight.

Religion: A mix of Buddhism and Extremist Shintoism. This is the only accepted religion in Japan, and the only prominent religion in Japan. Western religions do not exist in any way in Japan.

Stance on Certain Hotbutton issues: Japan views mutates in a undesirable light. Japan has no stance on slavery. It is not a part of Japanese culture, and is not a concern in any way to the Japanese people or government.

Population: 2,000,000

As for updating the map, post the newest one and I will.

So how about I got for a Tier 1.5 kind of thing.

Population will be 1,250,000. Military still 100,000 with 20,000 wearing power armor. 10,000 robots still, and the air force and navy will also stay the same.

Edit: We also need to start soon if we are going to have OOC threads.

Mine should be done pretty soon as well.

I'm having a hard time finding a good population for the Principality though. I guess it would be considered Tier 1tech-wise right? So... 750,000 sound good to everyone?

Edit* That sounds like a good plan to me Andro. I suppose we can have it at Solus, if everyone wants to. I'm down for wherever personally.

I think we will just do the Pitt, they are pretty centralized once you disregard me. I just want to be second or third because I have't done one since way back in the America Convention, which blows too because I had some good plans for the NCR in the Summits.

I also have been thinking. Usually the timelines really hold us back as we wait for some people to make them. I think we need a new rule with that. Maybe after a few days the next place will start regardless of the amount of timelines posted. Sometimes it can really destroy the momentum we have.

Considering it is a Brotherhood faction, and is rather small in comparison to the bigger nations, that sounds fine to me.

I don't know the tier scale, so I am assuming Tier 1 is high tech, which makes sense.

I wasn't really expecting the Pitt to host it, but I could come up with something if that's everyone's vote.

Why don't we start taking a vote?

Tier 1: Very high tech

Tier 2: High tech

Tier 3: Mid-Tech

Tier 4: Low tech

Tier 5: Very low tech

Examples:

Tier 1: Enclave

Tier 2: Vegas

Well Aldin and Dalek are both willing so we should vote between those two.

I'd say Aldin because the Brotherhood is a name pretty much everyone would know while the Sierra Madre is just....a thing for most people.

Mouse King I think you should make your military numbers a bit larger. I'd expect Japan to be Tier 2-3 so 65,000 active personal seems small.

Well, the way I'm writing my faction sheet, the Brotherhood left the NCR around 2221 (40 years before the events of New Vegas) and changed their name to the Principality of Solus about 13 years after that. So they've been known as the Principality for a good while now.

Of course, I suppose they could just send out a message saying that they were the Brotherhood at one point, if we needed that familiarity.

Between the Madre and Solus, I'll vote Solus, since the Legion actually knows of them. When they were the Brotherhood anyway.

What happened to the Mojave BoS, anyway? I assume they've been killed off by House, or simply left alone. They could have packed up and moved onto Solus though.

I see what you mean about the Sierra Madre, but you must take into account that the Sierra Collective is a post-war tourist attraction. Many people have heard about the Sierra Madre Casino (at least on the West Coast) and the events of New Vegas with the courier infiltrating the casino for the first time ever may spark seven grander stories and attract more prospectors. Not to mention that a self-sufficient corporate government has flourished right by the casino, it could be a nice place to unwind in the hedone.

It's all a matter of whether or not the other nations want to "hear" about the Sierra Madre or not. Like someone said before in the last thread, it can be a differentiation of what you know and what your character knows.

I also meant the the Midwest and Lyons have the name Brotherhood tacked on too. So if you mentioned that you were previously the Brotherhood people would at least be familiar with the name.

I'm trying to keep the numbers pretty normal, thats 5% of my populations. But I see like always most people have their numbers at 20% of their populations so I give up. I'll just give in and make my military numbers larger.

You have 2 million people. 100,000 would be 5% of your population.150,000 would be reasonable at 7.5% of your population.

I was going to make my own military in the single-digit percentages myself. I don't know how someone thought 20% is alright.

On the note of where to place it:

My official vote goes to Solus, but there must be some mention of Brotherhood, as that would be the only way the Legion could recognize them.
