Introduction

War, war never changes.

The North American continent now stands at a crossroads more than 200 years following the Great Atomic War of 2077. Various nations have sprung up in the post-war world and each follow their own creed, ideology and national identity. Some seek power and others seek wealth. While some seek religious enlightenment.

Seventeen years following the events of Fallout: New Vegas, the Principality of Solus made contact with the various peoples of North America, bringing word of a great gathering of people's for the purposes of diplomacy. Thus have begun the America Councils.

From the dazzling neon paradise of New Vegas, to the rebuilt streets of Washington D.C., and from the cold arctic north to the warm tropics of Mexico you will take control of one of these great post-apocalyptic nations and lead them to dominance, or defeat. You will use diplomacy, trade, political intrigue, and military might to further your goals. How you choose to lead your people is up to you, and the fate of North America, and the world, lies in the hands of all.

The following rules have been agreed upon:


1. War is always a possibility, ensure however that you are prepared to face the consequences. When attempting to conquer or wage war with other factions take distance and other geographical factors into consideration; for example, a west coast nation wishing to deploy it's navy to the east coast would have too do so by circumnavigating South America which would obviously have consequences for your plans.

Be advised: there are consequences for attempting to 'bite off more than you can chew.' If you attempt aggressive and unheeded expansion: crisis is sure to follow.

2. Do your best to use proper grammar, spelling, and punctuation, it’s easier to read and understand and makes everything look better; in-addition it’s also hard to take delegates seriously that don’t use it.

3. Your representatives are still characters and individuals, give them personalities, backstories, interests, and feeling.

4. Please inform the rest of us if you intend to leave. The current agreed upon time for leaving without notice is one week. Beyond that, if you do not give a reason for your absence your nation is forfeit and will be dealt with accordingly. Either by someone else taking it up, or (more likely) your people becoming conquered by the opportunism of others.

5. Do not be overpowered, a point which cannot be enunciated any further. What constitutes as over-powered behavior will often be determined in these out-of-character threads and will be discussed accordingly; present your case for your actions as see fit.

I just tried my damndest to stay as the one to RP Vegas. :P

And yeah, I don't think the Midwest will get involved in any way considering the circumstances. That gives me some new things to try out in my timeline though.

Wombat, the reason I wanted your help in this war was because of the NCR. If the NCR doesn't show, we don't need the Midwest to help since Vegas we can handle by ourselves in a timely fashion. I feel like I accidentally mislead you to believe that we wanted you just to help with Vegas. Which is not the case. So I apologize for that.

Well, since the Midwest won't help, it's essentially going to be wait until we know whats happening with the NCR. And then, if we feel its necessary Dalek and I will invite the Principality/Khans. As for the Legion, I'm not sure how Ranger will feel about dragging his nation into a large war when he's away. So, I'd prefer we didn't use the Legion, just because I don't want to piss him off, and I feel that at this point too many cooks will spoil the soup.

It's safe to say that the Legion will not be requested by the Collective. The relationship between them and the NCR could cause everything to boil over.

So, I guess we wait. If the NCR decides to abandon Vegas, Japan and the Collective would have no real problem with taking Vegas. Something the NCR should consider, if they back out of the alliance, there could be perks. No real repercussions because there won't BE a Vegas to be angry at them.

This is why an RPer is necessary for the proposal system. To leave room for diplomatic solutions like this. But, again, it's what the RPer of the NCR wants.

Hey Fish, did you want to finish that deal McNamara and your delegate (I just call him Axel :P) via PM, or did you want to continue it IC? I'm fine with whatever, I just wanted make sure we got it worked out sometime.

Well I'm here. And as for what the NCR would do under me is simple.

Utilise the threat of force, send out an ultimatum, one day for a reply, three days to withdraw. After that, should the enemy refuse it will employ lightning warfare. That is to say, it will deploy its troops under covering artillery fire and air support. Fixed emplacements will be established, Vegas would be bullied into allowing its military forces temporarily being transferred under full NCR command and after that it would settle in for an offensive with emphasis on Irregular warfare, grinding down the enemy with ranger, guerrilla and partisan sabotage missions, forcing the enemy into diverting as many resources as possible into spreading its forces as thin as possible. Allowing the NCR to concentrate its troops into forcing the enemy onto the defensive footing. At which point diplomacy is extended and if refused, then a bombardment is put on against the enemy and strategic bombing is employed and then I'd just have a few forlorn hopes until a breach is made and then throwing as much in that breach as possible and hope to god the troops get a foothold. As for naval warfare, I'd have the navy held back until the enemies navy is well within reach, before just slugging it out in an open battle. The whole strategy is based on grinding the enemy down with a reasonable amount of friendly casualties, before attempting a "Big Push".

That's assuming everything goes swimmingly for the NCR, if not, when it starts losing, it would evacuate Vegas, then it's "Take or Burn" basically leave nothing for the enemy to be able to find or use whilst bunkering down on home soil and looking as unenticing a target as possible.
