I've completed blowing up Raven Rock and have the quest objective in the American Dream quest line to now speak to Elder Lyons. When I come to the Citadel, Lyons, Rothchild, and Lyons' Pride are talking and my controls are disabled as I approach. However, when the conversation SHOULD turn to me and Lyons should ask me about the G.E.C.K., nothing happens. I can use the console to enable control, but I Elder Lyons will not speak to me. I saw on the Vault (Fallout Wiki) list of bugs that this is a known issue but no fix is listed. Here's my questions:

1) Can this save be saved or once bugged always bugged?
2) If I start another game with Broken Steel enabled and run through the main quest, will the same thing happen?

I've played through a lot and never had this happen before.
