I had heard that equipping the Amulet of Talos while under the effects of Fortify Restoration will give a greater reduction in the cooldown between shouts. I wanted to exploit this to get around 50% reduction (30% from amulet, 20% from Talos' shrine).

However, whenever I drink a potion of +21% Restoration, the original 20% bonus from the Amulet of Talos doesn't change. Effects of other items, even other Divine Amulets, are increases appropriately, so it seems as though I've got the formula correct.

Am I doing something wrong, or missing something? I've got USKP installed, but the patch notes don't mention anything about this exploit being fixed. Seeing as how it still works with other items, I'm not sure why the AoT would be singled out, either.

Does it just require a huge boost to Restoration?


As a side not, it seems as though potion stacking no longer works (stacking potions of the same effect with different magnitudes, that is). This could also be from USKP, but is less of an issue.
