You can get a unique one from the guy from Unearthed
To get the quest ask the guy at the tavern for rumours

They apparently show up as random loot in chests. I have run across several in loot chests.

Why would you sell it? I think the game makes it pretty clear that you need one. I think when I talked to Glover he explained how you need it to mine Stalhrim.

I accidentally sold mine and got around that by saving in front of Fort Frostmoth and going through the dungeon until the loot chest behind the master locked grating, in the room with all the Eidar cheese wheels and ale.
If the chest didnt contain an Ancient Nordic Pickaxe I would reload.
Took me about a dozen times, but i finally have the pickaxe back :)

You get a unique one from finishing the Ahzidal (may be misspelled) quest line. As long as you choose to execute the elf at the end of it.

The blacksmith in Skaal sells Stahlrim every 2 days, usually 3 pieces.

I never bother mining the stuff anymore, I just buy from him. He will also sell stahlrim weapons and armor and the pickaxe, just keep waiting 2 days to get whatever set you need unless you have a desire to craft it yourself. He has the chaos enchant also.

I started it, with multiple characters, by picking up the journal of the elf digging up the ruins just East of Raven Rock. His journal is pretty obvious when you look at his camp site. Once you pick it up (may also have to start reading it), the quest line starts. It isn't necessarily short, but it is well worth playing through.

Talk to the Inn keeper at the Retching Netch for any rumors. He will give you a bunch of quests including this one.
