as in it does its properties increase as you level up?
i know alot of stuff does, like chillrend, and i want to plan on when to get it so i can get the most out of it

Nope, it's fixed no matter what level you are.

But with a decent Smithing score you can ramp up the protection.

Well it's AR is better than Steel Plate even though it is Light Armor so that counts for something
