I haven't really seen animated clothes or hair yet. But I haven't reviewed every game-play vid we have looking for it either. To be honest that might be a little much for most PC's let alone the X1 and PS4.
Can their engine even do that? I've never seen animated clothes in any of their games. And PCs could probably handle it unless you are playing on a rust bucket. Don't know about the consoles.
I think Witcher 3 takes a stab at it. I feel like I recall some tassels moving in the wind during cutscenes, but I could definitely just be making it up unaware. That said, it definitely not as realistics as it could be - like hoods flailing in the wind when they're down.
HDT physics (including hair and clothing) have been modded into Skyrim, so I don't see why not.
Havok has animated clothing but as was noted, many machines won't handle it with all the other stuff that must be handled. No, it isn't a matter of old PCs (and "old" is not a couple of years, either, as few people upgrade their machines every couple of years). It's a matter of BGS games having literally thousands of objects that must be tracked as well as many items on screen and effects from combat, all being tracked simultaneously. I cannot think of any other game studio that creates games where there are thousands of objects that must be tracked as well as dozens of NPCs in one area, plus visual effects from combat and environment.
I've never tried it but if it's buggy or causing other issues, neither will Bethesda.
Oh, I have no idea whether gamesas will do it or not, just saying that it's certainly possible.
During the E3 demo, look at the spouse's hair when she's leaning in the doorway. It moves just a little.
Then there was the experimenting in the Skyrim game jam on youtube, something called "verlet physics", which was apparently used for Harkon's cape in the Dawnguard DLC... in the video, they show it off with a banner, flail, and a flabby giant flopping around and moving trees around... so maybe it's a light simulation of physics that can be used when full havok isn't necessary?
Well, the Y-17 Trauma Override Harnesses in the Big MT are basically that.
Hair and clothes looked amazing in Bloodborne. Man that game spoils you.
Would love to see something similar in FO4 but not really holding my breath, it's just so much larger in scope and potentially alot more npcs and interactive objects on screen at once, if they all have physics it might be too much to handle.
It would make a pleasant change to see hair and clothing handled with physics rather than key-framed. Even if it's just a couple extra bones.
I'd like to see it use physics.
Similar to how Batman: Arkham games does with the cape.

Fable 1 had this, and that was on the XBOX...
Everquest 2? Had it and that was over a decade ago.
It can be an optional feature (like it was in EQ2) that players can turn on/off, set it to be limited only for the player (IE not npc's) or have it only display on a maximum number of npc's within "x" range of the player.
There are many wayas to scale it and not have it be that much of a performance hit.
Not sure about clothes, but if you pay attention to the "wife" in the gameplay, you'll notice her hair does move some

I think those are just regular bone-weighted movements, pinned to the player-character skeleton, of the sort since Morrowind.
My guess is that at least the player will have physics enabled hair with longer hairstyles (but no wind effects) but only some unique clothes/armours will (like Harkon's cape in Dawnguard). If only because it makes it so much easier to ensure that their designers don't overload the system by thoughtlessly having too many NPCs in one place equipped with physics-enabled hair/clothing. Then they just need to make sure that the physics enabled hair/armour isn't included in those lists of objects flagged for widespread use, and only in object lists flagged for occasional use.
I'd love to be wrong, though
