You are in sanctuary hills or any other settlement. You have set up power and relays and then you get this annoying buzzing sound that is constant in your settlement every time you go back there. It turns out that you may have planted a speaker pole rather than a relay switch. Both look similar in appearance. The only difference is that the speaker has a yellow box attached. Replace one with the other and that buzzing noise should hopefully stop.
