1.9 patch: can't absorb dragon souls. However, I havent completed the DB dlc for one of my saves and Miraak can always absorb the dragon's souls when he randomly appears. Is there anyway to fix this?

Also, sometimes when I enter battle I can't use my weapon or magic.
