Because there was financial trouble and the rights to Fallout got sold to Bethesda. The cancelled game was called Van Buren I believe.

Well Black Isle was in financial trouble, then they sold the Fallout rights to Beth, now I guess they want it back or something. That's the copyright problem.

In 1998, several key members responsible for the division's first title, Fallout, left Interplay to form Troika Games after they "were unable to come to an agreement with Interplay as to how [their] next team should be structured". On December 8, 2003, in the midst of serious financial difficulties, Interplay laid off the entire Black Isle Studios staff. By then, most members had moved on to found Obsidian Entertainment.
Financial troubles came from their games like Tactics not selling as well as they thought and the big bomb that was their ps2 game brotherhood of steel.
Wiki Black Isle Studio and you will findout what happened. Good news is that Obsidian is making New Vegas and many of the people that made fallout 1 are working on New Vegas.

and the rights to Fallout got sold to Bethesda.

Interplay closed down Van Buren and then Black Isle Studios itself in 2003. Bethesda didn't purchase the rights to develop Fallout 3, 4, and 5 until the summer of 2004.

I don't think Bethesda has ever claimed they were going to stop... :)

My dream-world = alternating releases of an Elder Scrolls game and a Fallout game every 2-3 years.

Bethesda initially got the rights to make three Fallout games, although now they own the entire IP. Bethesda has never officially announced Fallout 4 or Fallout 5 but it does seem unlikely that they wouldn't develop a sequel given how successful Fallout 3 was.
