Ok, ok, i know people are tired of this thread. But i've tried every way i can find that supposed to get the bounty off you. I'm the thane as well now and that doesn't work. I've done the run to shrine of talos but no one's ever in there for me. I keep looking for other ways but it seems i'm just screwed when i go in unless someone knows something i haven't found yet.

Probably already tried but...
Are you a member of the Thieves guild?
Sometimes you can try to bribe them not to arrest you and then you get another bribe option which will make them clear your record and get the others off your back.

yup and every time they don't accept. even when i tell them i'm the thane their reply is "i dont care how high you are in the court" and as for the others like persuade "cant talk your way out of this" the thieves guild "i dont care who your with" or even trying to pay or say go to jail they just keep coming after me and nothing happens

Liberate the Reach in favour of the stormcloaks? All the guards will be replaced with Stormcloak soldiers then

Slit a guards throat to get the 1000 bounty to get the master criminal achievement, and it is all stormcloak soldiers in markarth ive allready taken over skyrim for the storm cloaks

Well if they are saying those things to you then it doesn't sound like a glitch.

Do you have a high speech skill, perhaps raising it to a decent level will help.

allready at 100, then what is it? they wont take me to jail and they wont take my money! *has over 100,000*

Dunno really, the fact that they can answer you like that tells me that this must be intentional though.

Do you have a save from before you cut the guards throat?
If you have the achievement now then you can just undo the damage in the game while keeping the achievement.

I've looked around but can't really see any helpful info on this situation. Good luck..

One last thing you can try if you haven't already. Stay away from Markarth for a few days/weeks and see if they calm down over that time.

It's certainly a bug, I'm running into the same problem, I did the Escort quest with the Forlorn guy when I was probably like level 10 or something, and it cleared my name I was fine for a while, then later on doing quests for the brotherhood I murdered someone in cold blood and got a new bounty on my head and those guards are still going on about the same dialogue lines from the Forlorn quest the OP mentioned. I'm 36 now and trying to Aid the stormcloaks in the takeover and it wants me to bribe some guy in the city, but alas the entire city hates me and I can't speak to anyone, only fight my way through it.

If you're on the PC, you may be able to use the console - Use the Tilde key to open and close it and enable the cheat codes.

Use this website: http://www.uesp.net/wiki/Skyrim:Skyrim

Go down that first page and click on the Console info where is tells you it's for the PC only. On that page, start reading about console commands, etc. There's a search box on the top left, type in the exact title of that quest and see if you can use console commands to get rid of your problem. The page with the quest info will show a number of commands that do different things. Or you maybe able to search for: getting rid of fines, or whatever search perimeters you want to type in and see if it will show you something.

You would hit the Tilde key to open the console, type in the command(s) you need to use, hit return. It will show on the screen if it's successful. Hit Tilde again to close the console.

i know that would work but cant do that on the 360

On PC, haven't tried the cheats, may do that just to attempt to fix the problem, but in order to do the quest what I did was..... (prepare for an epic story -.-) first kill everyone that gets in your way, second find the room the NPC is in that you want to talk to. NPCs quest mobs you may have noticed don't properly die, instead they drop to their knees then stand up eventually. Then assuming he's attacking you which he probably is, beat everyone else into submission avoid beating down the NPC you want, then drag him to a room by himself someplace away from the other NPCs and beat him down. Then sheathe your weapon and when he stands up again as long as no hostiles are near you (should be in the other room looking for you) he'll go about his quest dialogue as normal.

Just a general explanation of how I was able to quest in the great bugged city of Markarth. Maybe someone else can use this method, goodluck
