Does this mod have to be manipulated in the console? I know there's certain NPC's like the the punk, (Freddie Gomez) in vault 101
who will "cut your hair" and you can change face and hair with him. Can this be done through a CC like in MW? Or do I need to
install FO3 editor to work this mod. I see a folder with a pictorial and steps with FO3Editor.

You can change your hair by visiting any of the in-game barbers such as Wadsworth, Godfrey or Snowflake or by using the console command showbarbermenu.
You can change your face and eye color by visiting Dr. Pinkerton or by using the console command showplasticsurgeonmenu.
