Any alternatives to Better Cities?

I'm sorry, but getting 6-9 FPS in some areas is beyond ridiculous on a high end computer. I know about the engine's limitation and how outdated this game is at its core, so I really can't blame it. Instead of ranting like I would have years ago, I decided to move on and uninstall BC.

Still, this leaves me with the relatively uninteresting cities of Cyrodiil. Are there any mods that can help remedy this? With a reasonable FPS loss? All I have so far is ImpeREAL Unique Districts, which looks pretty good, but that only covers the Imperial City. Are there anything else?

I like Open Cities Reborn. OCR not only opens the cities, it changes their layout to be more like the concept art, which makes them a lot more interesting. Arthmoor also added a few extra touches. I'm running Better Cities in one of my other game instances and my FPS doesn't take that much of a hit, although it does drop a bit.

Open Cities Reborn looks good from what I've seen, but I've personally had too many compatibility issues with it (not sure which mods are conflicting, using UL, COBL, OOO - used the comp patches for them, yet still trouble).
