Most players try to avoid doing so, as it also levels up your enemies. It's like taxes, large numbers are NOT desirable.

It occurs to me that just playing the game, you will soon level up more. Really.

The obvious answer is to equip yourself with relatively low quality armor and weapons, grab a bunch of repair hammers, and go dungeon-diving. You'll take a lot of extra damage with poor equipment, so you'll be training up Restoration (Healing), Armorer (fixing your stuff), plus whatever are your fighting skills. Rats and Goblins are your friends. They hit a lot, but don't do much damage with one hit (except the higher-level goblin bosses), so you can train Block and your Armor skill quickly.

Baurus will train a lot of your skills (he trained like 4 or 5 of my major skills) if you talk to him at Cloud Ruler Temple, north of Bruma. You have to do part of the Main Quest though.

The Arena is a legit and good way to level up.

If combat is relatively easy to you, turn up the difficulty. This makes people stay alive longer, so fights last longer meaning skills go up at a better rate.
