Everyone is being very nice to you but I'll take you at your word and say what needs to be said.
ok call me an idiot or an n'wah or watever ud like but....some of my mods dont work. they give me a exclamation point inside a yellow triangle instead of the weapon T_T and some of the weapons r awsome.
Free Mods? All mods for Morrowind, Oblivion and FO3 are indeed
free it's in the terms of use, no one can make a profit on them besides Bethesda with their DLC's.
How do I make a mod? Yes there are tutorials up the wazzoo both here and through a simple google search, but of course before you can build your own mod you should at least be able to install one.
How do I install a mod? Well, there's the tutorials and the
readme file included with almost every mod created past 2003 that tells you in exhaustive detail how to do just that.
I've got yellow exclamation marks! What do they mean!?! They mean you didn't install the mod correctly and/or there is a missing mesh, again this is info you'd get just from looking for "yellow exclamation mark morrowind" in google.
You're moving way too fast for your own good. You have no idea about anything including how to find and download a mod from a popular site let alone properly install and test a mod so you have no business trying to make one. You need to stop, take a deep breath. Pick a
small mod like one texture or mesh replacer and make sure you can install it properly. Checking to make sure it's installed properly means you have to go into game and make sure it's showing up in the world as it's supposed to. If it's not - then you've done something wrong and need to consult the readme - again. When you can install one 'simple' mod correctly, then you can move onto installing a larger mod. When you finally are sure you know how to install the mods - then you can start looking at them in the CS and seeing how they're put together and/or working through a tutorial.
When you're actually able to do the basics - then if you have a problem that you
looked for an answer to and could not find it on your own then you can come back and ask a million questions. I'm always eager to help when people hit a brick wall that they have tried to climb over on their own but couldn't, on the other hand I have no sympathy for someone that wants me to carry them over that same wall because they didn't feel like bothering to walk around it on their own two feet. I wouldn't be saying any of this, except you didn't seem to learn from the first obvious gaff or the second or the third, you're not actually learning anything by having it all given to you.
