Project Beauty... from memory, that's the one that modifies all the NPCs, and in fact *doesn't* make them all "beautiful", necessarily. Assuming I recall correctly, what you probably want is: http://www.dreamingthepyramid.net/TNR-home.html.

Alternatively, you could go the route of the http://theelderscrolls.info/?go=dlfile&fileid=215, which (optionally) includes its own "TNR merge". But the mod does a number of other things, and even more so if you also install the "Installation Files" component. And all those things might or might not appeal.

TNR is perhaps the closest thing.
