I recently restarted my Guns/Non-PA character, and want to use Combat Armor. I was browsing videos on YouTube, and came across one that said that you can get a full set of Combat Armor off a guy named Absalom at Skylines Flight 1981. So, I head over there. Unfortunately, all I found was a bunch of Feral Ghouls. I did some poking around, and there's no concrete information on how to get this guy to show up, so I've given up on getting it from him. Is there a location where a Level 5 character would be able to get Combat Armor without getting in over her head, or do I just need to wait until it shows up in random loot?
