So as the title says, is there any possibility for any of the major established factions to have a presence, or at least a intrest in the American South/Southeast?

I know the boat guy from fallout 3's Point Lookout mentioned something like broken banks, which per the wiki says it is in north carolina.

I am no lore expert, so I was hoping maybe you guys could tell me if there's anything interesting happening in the South.
