Lockpicks in Fallout 3 nor new Vegas had nothing to do with difficulty. J.E. Sawyer and Chris Avellone backed up Todd Howard's beliefs on minigames.
Minigames are used to put interaction to the players hands rather than statistics or skills. This is so things are more meaningful to the player.
What does this mean? Bethesda will continue to use minigames. But as the medium grows it will be disguised better.
And yes so far I've only heard lockpicking to be confirmed. Nothing else, and I've scavanged almost as much as a TES fan(I'm not one, I'm spectating Bethesda's work to gouge how future games such as those of the Fallout IP will do. That said I liked Morrowind and the few parts of Oblivion there is. I genuinly look forward to Skyrim.)
