Downloading and installing multiple mods to make vanilla oblivion are more berable place does take a while, does anyone know of any mod compilations that feature the most popular graphical mods, sounds, ect?

I'm not exactly sure what you mean. OBE is an Oblivion overhaul, a compilation of mods that brings it up to 2010-2011 standards. Combine those with some of Qarl's Texture packs and Insanitys texture packs and you've got a nice looking game.
