I don't want a game overhaul, unless you recommend it. I figured the game was designed to be played as is. I just wanted to improve graphics, sound, UI, and add some content. I can't really tell if my mods are working even though they are activated. The faces and cities look the same. When I move my camera there is a lag, I know this is an older laptop, I just want to optimize the game for it. Who knows, maybe I am better off with the vanilla graphics with this system and video card. There is a lot of stuttering and static in the sound too.

Any recommendations?

I'm very far from being an expert but I think you should prepare yourself to be dissappointed.

Firstly you graphics card is very weak. I'm not even sure that it meets the minimum system specs. for the game. Can you actually play the vanilla game before you start adding mods? I played for two years on a laptop with a Geforce Go 7600, a stronger card than yours, I had a reasonable experience but FPS was frequently down in single figures and I had to be very selective about the mods I used, and the ingame settings I could get away with.

Regarding your mods, I can see no way that you will get Better Cities to work on your system. I had one brief and unhappy experience on my old lappy then gave up and went back to vanilla. Better Cities adds far too much detail for weaker GPUs to handle. And on this point you have not got Better Citiies installed correctly. If it was, the difference in every city is immediate and obvious. For example the Imperial City market District should have an upper level of shops accesssed by a spiral staicase. I don't know what performance impact the Natural Enviroments mods have as I don't use them. Are any of the other mods correctly installed?

If you can get the game working as a vanilla install I suggest that you concentrate your mods on the performance improvement side as a start, along with the unofficial patches. Ones to consider include-

Quiet Feet Max
streamline 3.1
Lowpolygrass

Oblivion Stutter Remover is amazing. I also have a low-end Radeon card and could really see a difference after installing it. Download it here: http://www.tesnexus.com/downloads/file.php?id=23208

BTW, some say GameBooster ( http://www.iobit.com/gamebooster.html ) also enhances performance. Personally I prefer shutting down useless windows services via services.msc
