I am looking for some well made mods that add ride-able horses? Preferably one that allow combat on them and have NPCs that can ride their own horse as well? I just thought it would be cool to have horses for a cowboy/outlaw type character. So thanks in advance for any suggestions!!

Even if they wern't player ridable, it would have been awesome to have a Khans ride in at Hoover Dam like the Boomers/Remnants unique vehicles.

i dont care about lore accuracy. I am just wondering for general horse mods. and robotic horses may be possible lorewise

To actually answer your question, no. The Oblivion-related horse stuff has been ripped out of the game engine. There are some barely-functional motorcycle mods, but they have issues.

I'm not sure how well they work, and they haven't been updated in a while.
