An incredibly long shot, yes, but...

...I do not own a smartphone at all, and my flatmates and friends all (yes, all!) use Windows phones (ie, neither iOS nor Android). I have a first gen iPod Touch, but that doesn't even support the iOS 6, let alone 7.

If I'm ever to personally play it, it would need to be available on one of those. (Preferably both, so I'm not using a friend's save.)

Is there even the barest possibility of FO:S being available for WIndows phone, and/or through Steam?
