Is there anything that helps sort quests by additional criteria? Sorting by town, quest giver, faction...anything to cut down on scrolling manually through the whole list over and over.

If you have the expansions installed, you can sort the Journal through individual quests, key words, and even look at the dialog the NPC said to you.
This is a vanilla feature that works so well, no one has ever had to make a mod to improve it
