Just curious, but what is your build going to be like?
My thoughts at this point:
GearRaider Sadist armor
Any helmet
Laser rifle (Fiends commonly carry energy weapons. When a better plasma weapon is available I'll switch)
A few mines/grenades
SkillsEnergy weapons
Medicine (capped at 60, to get the Chemist perk)
Survival (capped at 40, to get Rad Resistance perk)
Barter (Making drug deals every day makes one a decent trader)
Lockpick (Fiends must scrounge to survive.)
Defining perksToughness (Raider armor is not so good. Need a little something more)
Chemist (but not Chem Resist. The whole point is to be addicted)
Cannible/Ghastly Scavenger (do what you gotta do)
Action boy (This is a VATS build relying somewhat on Jet)
Rad Resistance (Fiends are tough like cockroaches, if not very powerful)
Scrounger
Fortune Finder
SPECIAL as needed to meet the above perks.
Edit:
Traits none, as nothing seems to fit. Only DLC at this point is HH.
2nd Edit: Check that. Fight the Power and Eye for an Eye are possibilities.
3rd Edit: Never mind, those are Perks not Traits.
