Is there a list of it somewhere? The Vault covers their SPECIALS, but not tag skills. For reverse-pickpocketing purposes

I believe that the only thing that matters as far as NPC stats go is their Perception. Unfortunately I don't think there is a simple list that has all character's Perception, but you can check on individual NPCs on the http://fallout.wikia.com/wiki/Fallout_3_characters.
