When I first found the dang thing I actually didn't know whether this was from normal Skyrim or the DLCs, because I had remembered that I had the Legendary edition, so I didn't really know. Any ways, what do you guys think? I mean I have really high doubts that Bethesda accidentally put this in, but I don't know.

Falmer can be found with fairly high-level staffs.
