Anyone else getting weird blurry texture issues? (pc version

https://www.youtube.com/watch?v=SnUBg_PsTSs . Look at the first 18 seconds of video. Look at the cabinet, wall, floors and preston. Notice the blurry textures? (I'm playing on ultra textures).

However, if I quicksave, then quickload, (I quickload at the 19 second mark in video) the textures switch (slowly, takes a few seconds) to very high quality (again, look at walls, cabinet, floors and preston's clothing).

However, once I move maybe 20 feet to a new place, the textures in that new area are all blurry as well. The only way to get the high res textures to load is to quicksave and quickload... I basically have to do this every 20 feet or so if I don't want blurry textures.

I have no idea what causes this (my cpu and gpu vastly exceedly minimum and I have no trouble running the game smoothly on high settings. Video card has 4gb ram, system has 16gb ram so it can't be a memory issue).

Also as I walk around some my character's armor & clothing will often switch from high res to low res (again, eveyr 20-30 feet of distance walked it seems). If I walk another 20 feet or so it will switch from low to high again.

If I just run around or stand in the same 20foot area without moving further along the map it stays the same... so it seems to occur anytime it needs to load high res textures that are close to the player (as it presumably uses low res textures for distant objects etc). However, it is not updating properly or streaming the high res textures in. I've tried on medium, high settings and this still occurs too.

It's extremely irritating because the game actually looks uglier than fallout 3's textures due to this bug.

Note the comments though. Seems like doubling the values is enough. Original info had excessive settings.

Just tried it, sadly once I moved about 60 feet again the textures on my character model dropped from ultra to low... then back to ultra again after I moved further.. and environment textures still failed to load high quality textures. All this tweek did is allow me to move further before the bug occurred, but it didn't fix the bug where high res textures won't load in the first place unless i constantly spam quicksave and quickload :(

Yep, still the same issue. Again, it just seems to adjust the amount of distance I can walk before before low textures turn on, but it doesn't fix the problem of high res textures not loading once I move a certain distance. The only solution still seems to be quicksave & quickload constantly , otherwise the game looks like a game with textures from 2003 :/
