I don't really care for the magic effects, either. They seem out of place and would be much better implemented as an ammo/unique mod system. For instance, for the explosive effect you could have used an explosive ammo type.
The mod system itself seems a bit shallow after using it for a while as most of the mods are just better versions of the previous mod (more damaging receivers, better muzzles for compensating recoil, etc). It's not as much a customization system as it is just plain upgrades.. I would have liked more variety of mods and weapons, like a 3-round burst receiver varient for rifles and one or two more weapons under each category. A pump action shotgun, another revolver and semi-auto pistol and so on.
I don't mind the legendary stuff too much...I mean, I like the idea behind it, however I do think it is a bit overdone. Legendary ought to mean just that, legendary. I kinda think it cheapens it a bit when you've got so many items like this floating around everywhere. Same thing goes for the creatures/people who spawn these items, they're overdone a bit.
90% of them is crap. Like, I killed a Legendary Alpha Deathclaw today and what I've got? A....... freaking pipe wrench that does 25 aditional damage. Yeah.....
Not to mention that new loot stops after levely 50 and all you get is same similar crap. Tired of " Sturdy/Heavy/Polimef or whatever combat armours already.
I don't mind the legendary weapons, but I don't like the effect the enemies get when they mutate. It looks like they're increasing their power level.
I dunno.. I don't think I'm too big of a fan either.
First of all they're magic guns like you said: Gun shoots two bullets at the cost of one, because legendary that's why!
Second it seems like it's just another way to model this game after some MMOs or Borderlands. All they managed to do is extend the gameplay by making it a grindfest instead of adding any meaningful gameplay/RPG mechanics.
I like the unique guns though. I do like the Cryolator and Shiskebab.
I would've liked Beth to give us more weapons, I would gladly trade all this legendary crap for a LMG.
Instead of putting these magic weapons in the game, I would rather have unique / well-made custom weapon modifications, one could use on a weapon of our own. These magical abilities doesn't really make sense. A combat rifle doing radiation damage? Same goes for armours as well. I mean, I have a chest piece that makes the sweet spot in lockpicking wider. How does that make sense? A well-crafted lockpick set would make more sense, than a freaking chestpiece. It feels a bit sloppy. Don't know yet how many unique weapons there are in the game, but from what I have seen, they share those same magical abilities, which in turn, doesn't make them unique at all. A few of them (that I encountered) have some altered stats, instead of a magical ability, but they are few, so far.
Frankly, it took a very long time for me to even see any legendary weapons, so I was looking forward to them a lot. Now I've seen a few of them, and not found so much as one that's even worth using over my modded normal weapons. At least you can sell them for a nice chunk of change...

Not a huge fan of them, myself. Though the powerful ones are crazy powerful. My Combat Rifle fires two projectiles for one bullet cost and has a base damage of 245.
I don't like it all that much, really makes the game feel like the bastard lovechild of borderlands and a mmo sometimes.
They should've implemented most of their effects into mods and/or ammo types. I like the looting feel to it, but this isn't Diablo.
i like them, but i also miss the old style unique weapons like the Vengence gattling lazer and Ratslayer varmit rifle
I definitely want more base weapons to work with. For pre-war weapons there's only one (sometimes two) types of each. Seems like the main role of the pipe weapons was to show off the customization and pad out weapon types by being universal.
Again with the "magic" guns, like i know already you are the same person that made the same topic...
I really like the current system of legendary weapons. It is randomly generated to some extent and so the player feels a sense of grinding that is, well, fun. The game has built-in incentives for replaying old areas. Though not as repayable as it could be, the Fallout series is improving one game at a time.
Bethesda is really trying to improve and it's pretty cool to see that from a major developer these days.
