Didn't find him (or one of the other random encounter L4 Vendors) so far.

So before i spend more hours on finding them (just to see they are still broken), i wanted to ask if anyone else was lucky and able to check if they are fixed.

Found two and sent to Sanctuary.

Vault Tec Rep has appeared in Sanctuary, IIRC he did stock some Lvl 4 items. He's actually really annoying as every time I try to use him I get a big speech from him, and then I ask him if he wants a job before eventually bringing up the Barter option.

Ann Hargreaves has appeared in Sanctuary, does (did - I bought them) stock some Lvl 4 items.

Also one of my normal vendors at Sanctuary - Weapons - has sold me Mini Nukes, it only happened once and he's the only vendor to ever sell me Mini Nukes.

Sadly (gladly) those two were the only ones that always worked for me.

That's why i asked about the "random encounter" ones

Soon heading home... so i'll try to find one today.

As an Update:

I found Smiling Larry. He doesn't show the option to hire him though (yes, i meet the criterias of 30 settlers in connected settlements and a L3 weapon shop).

Maybe he's disabled until fixed?

I'll try further to meet the scribe...
