I was just down in Blackreach and summoned the dragon there. I was curious to see if Miraak would show up and steal his soul from me, but he didn't make an appearance. Anyone have Miraak show up in Blackreach? Although it might seem kinda silly, I doubt there is anything stopping this from happening.

It's random. Sometimes he'll appear, others he won't.
