It would make sense they would base it on US Eastern Standard Time since that's where Bethesda's headquarters are, but does anyone know if it'll be available at exactly midnight EST or like 6 am EST or noon EST etc etc?

Well it's 12:21 EST and it isn't on the play store so I guess it wasn't midnight.

My guess is it will be something like 5 or 6 AM EST, when it's officially the 13th everywhere in the world.

Still waiting past 3pm on the 13th and still nothing.
