I know about the Coloured Enemy Health Bar mod, but I don't wanna add that. I remember seeing a way to do this through the .ini file though. Anyone know how?

There's an INI tweak that enables really primitive '90s style rectangle health bars, but you can't colour the default ones. Just use the mod.

Or use HUD status bars - a really good mod with many more features.
