My second play though is coming to a close and I plan my third to be a tribute to one of my favorite villains so I'd like some pre-knolege of where I can find a staff that casts the expert level spell "thunderbolt" while I know where to find a Storm wall one it does not really suit the part cinematicly. The staff of Magnus looks perfect for the char but its just so weak

So preferably something staff of magnusish if it exists. Thanks a ton in advance.

Your best hope is to get high enough level and then start running dungeons that are necromancer themed, wizard themed, or hag raven themed. It is really luck based though. I managed to get a staff of chain lightning out of the dungeon that ends the College of Winterhold quest chain, so I ended up Morokei, Archmage Robes, Staff of Magnus, and that staff of chain lightning.

What others have said above you can also go into the midden with a broom, void salts, orichalcum ingot, and a greater soul gem and make a staff of summon storm atronach in the atronach forge. Its a pity you could not make all kinds of other staves and scrolls and spell books there.
