I know three off the top of my head. One of the guys who attacks you when you fight the powdergangers in goodsprings drops one. The schoolhouse in goodsprings has one. The basemant of the repcon test site (had the ghouls/ nightkin in it) also has one.

Search this forum for "stealth boy". You'll find 3 or 4 other threads where people have listed locations.

One is in Victor the robot's shack in goodsprings, another is in an NCR storage bunker in one of the ammo boxes in a heavily radiated town called Camp Searchlight in the south east.

I wish we could make those at the campfire or workbench. I may just have to go and get Lily. Doesn't she have some? I haven't met her yet so I don't know how her perk works.
