Yes, Simms has it, but like all the weapons and outfits from the legendary dwellers they can also be retrieved from the wasteland or separately from a lunchbox.

I received 3 Lucas Simms (with Duster) in the build up of my first vault and then my vault succumbed to Bethesda's silence death (better known as the loading crash bug).

BETHESDA + FALLOUT SHELTER = FAILURE

Did you finally purchase a device that it is "optimized" for to play on? Or are you still complaining of the one that you were playing on that it says "playable on"? I have had no crashing problems yet on iphone 6 plus---I believe you were on a 5?? Maybe they should update that to say..."take your chances on these devices"....
