I get that a lot unfortunately. I bought the game after the 1.9 patch, so it was like this with me from the start. Didn't really ruin my experience though, I still had/am having a blast :D

that svcks, before the bug the speech was almost spot on with mouth movement.

OP I feel your pain, this bug happens with nearly every word now for every NPC so I feel like I'm watching an old overdubbed Kung Fu flick :P

I do not pay attention since I am just reading the sub titles so I do not see the faces at all.

I took a break for a few months inbetween the 1.8 and 1.9 patch, and I've so far only noticed the lip sync problem happen with one of the Battleborn women outside of Whiterun. I had to double-take when I was listening to her speak, and realized for whatever magical reason her words were infact not synced (several seconds behind) to what she was saying. o-o
