Chances are that it will be a lot more than the recommended specs.
The Witcher 3 at 1080p with all of the Sliders set to the right requires a Titan X to maintain a steady frame rate, or two of the "recommended" GPU's set up in SLI/Crossfire.
EDIT The requirements to render 4 times the graphic detail from a single graphics card requires a GPU with a lot of extra processing power. People who do regularly play with 4K will admit to needing a second GPU, a better Power Supply to run the extra Graphics Card(s), and a better cooling system to remove the extra Heat.
4k is the dumbest [censored] ever, if you have the extra money do it, but a GTX 970 will run Fallout 4 totally fine at 1080p on High to possibly Ultra depending on the rest of your specs.

Your computer is going to need to be a pretty bad dude to save the president to run games at 4k. As others have said you need some serious hardware to pull it off, and I don't think a single videocard is enough with our current technology, you need to go crazy with SLI stuff that I never really liked.
In a few years im sure tech will catch up and whatever the equivalent of a GTX 980 is in 2019 or whatever will be able to do 4k no problem, but 4k in 2015 is something that you need to blow giant amounts of money on to be able to do.
Have you looked into running the game at 1440p? That's something that would be easier to handle for todays machines, although I can't really tell the difference since ive got terrible eyesight to begin with.
1440p is nice, and doable with a GTX 970, again pending on the rest of specs, and the optimization of Fallout 4.
Dual cards are a must if you want frame rates above 30 with medium and above settings. Even dual 970's would have a hard time achieving a enjoyable 4k experience.
Two 980Tis is the standard core for 4k these days. The cards handle things extremely well with factory overclock. TitanX's are even better.

I'm just glad I have a EVGA GTX 970 SSC, really it has brought a breath of fresh air to my Skyrim Modded experience and has made the wait well almost negligible due to the experience of playing a modded Skyrim being so fun.
With Fo4 I'm expecting to put my GTX 580 card into my board and pick up the slack with PhysX or Gameworks extras that may be packed into the game due to being modern and well both cards Nviidia based.
Really looking forward to this, also my computer yes can handle having a few more cards placed in it but I'm waiting till after release before even thinking about anything more than what I have being spent onto it.
Been running GTA 5 on relatively high settings (minimal AA, but high other stuff) and Phantom Pain at 4K mostly-extreme (with, I think, post-processing and shadows set to medium(?)) on my EVGA 980SC with great frame rates. Not always 60, nor do I expect it to be, but it suits me.
With FO4 I'll probably do 2x AA + extreme settings at 2560 and go from there. Wouldn't be surprised if I can roll 4K at around 40FPS; the 980SC is great and I actually overclocked it a tad more.

^ That is my highest, stable setting. I can actually get above 13500, but it crashes after about two hours of gaming.

I can run Skyrim at 4K with extreme texture mods, but no ENB, and stay around 55-60. FO3 and NV are 4K, huge textures, no ENB, and massive draw distances with 60FPS pretty much the entire time. Only real hiccup is getting up to Goodsprings Cemetery and looking around too quickly.
Yeah that's fine for 4K. I'm using a 780 GTX TI and I will be playing in 4K.
Yeah, for performance/bang for your buck ratio, 1440p is certainly the best. I'm actually damn fine with 1080p at extreme.
Theoretically, with some mods, a 970 MIGHT hit that 3.5 frame buffer issue. Which svcks.

Just buy a Korean 1440p monitor for $200 to $250 bucks, and your good to go.
Uh, max it out and set DSR up so you can run at 1440p. You'll get 60FPS without blinking.

I have a GTX 980 Ti and I play most games in 3840x2160 that allows it without lagging.
Why no DSR? I've found it to be a rather perfect solution for 1080p monitors.
1 GTX 970 could run Fallout 4 at 1440p at 60hz np depending on what settings we are talking, other pc specs, and again optimization.
And I agree, if you have the money for two 980's don't buy a Korean monitor, buy a Asus PG278Q.
I know I am assuming a lot, but if I had to take a guess you probably think Korean keyboards are pieces of crap as well . Probably own a Razor? No? A Steel Series?
