Anyone think Mr. Burke might be a frumentarii?

Could Burke be a frumentarii? He looks a bit like Vulpes when he's in disguise and talks much more formally than most other people. Burke has enough pull with Talon Company to punish them for failure (I think it's in a note on some Talon mercs when he sends a hit out on you). Commiting atrocities (like nuking a town) is something that falls under the frumentarii job description.

Talon Company's goal is to keep the Captial Wasteland disorganized and unstable. We never find out who they work for, but I think it's plausible that if Burke is a Legion spy that he's hired Talon company to keep the CW unstable so they'll be weak for an eventual invasion by the Legion.

I understand that this is very unlikely seeing as the CW is far far away, from the eastern edge of Legion territory and in 2277 the first battle of Hoover Dam was keeping Legion busy.

Thoughts on this anyone?

No, Burke is just trying to keep chaos to keep Tenpenny in power. Tenpenny is one of the predominant powers in the CW influence wise, you keep it in chaos and you keep other powers from rising.

I doubt Caesar would send any of his members that far out, at least I doubt he would send anything but his explorers.

As for working with Tenpenny, I doubt it, as Tenpenny is greedy, and would probably not serve the Legion well anyway. He his security guards, and a large towers of snobby rich folks.

As Colonel Martyr said, he is just a man keeping the tower safe by making sure everyone is too weak to attack it. Kinda wish you could have seen more of him, and had more missions. Even a minor assassination mission would be nice (fun fact, Mr. Burke is the same voice actor of Lucien in the Dark Brotherhood in Oblivion).

No, there's no way Caesar has agents that far on the East Coast.

Besides, Mr. Burke is with the Black Hand.

You'd think Tenpenny Tower would benefit more from stronger trade partners and greater stability. Since, you know, the entire tower runs off the "upper class" of wasteland society.

That is a pretty big hole in the theory. I probably just want it to be something more to make up for the fact that there is pretty much no background info on Burke or Talon Company.
