For some reason nothing in doc mitchell's house is marked as stealing.
Games like this have a lot of stuff for you to grab in the starting area. In fallout 3, you were free to loot the vault as you go along escaping from it, ending up with decent starting armor and weapons at the end.
If we go the "oblivion with guns route", Oblivion gives you access to a bunch of gear in the starting sewers.
In morrowind, the customs house you start in has rooms with lots of easily steal-able equipment and goods.

So doc mitchell's house is a treasure trove of free stuff on purpose- they want you to use it in your initial forays into the wasteland. They don't expect you to turn around and sell it to him, they expect you to go out and use it all.

At any rate, the only way to have him not buy the stuff would be to mark it as stolen, which would defeat the purpose of "oh yeah, take it all!"

I actually didn't mean to say "steal", I noticed that afterward, but still he buys it after I take it from his own place? Just thought that was strange. Love the game though

It is still theft. How could you take stuff from Doc Mitchell after he saved you?

Of all the things I took from Doc Mitchell at the beginning of the game, there was one item I carried around and returned to him. Hi Pre-War Hat was needed to protect me from the sun but after I got another hat, I left his hat on the shelf for him because the Mojave is so blazingly hot. Funny, I know.

Goodsprings is the Tutorial for the Game, it is expected that nothing in that town would be nailed down. I would imagine that the few things that are marked owned are there to teach the beginning player about how you lose Karma if you steal something. I would have been miffed if I could not take things and sell them in Goodsprings.

I think the other reason for everything not being tagged red/stolen is so the player does not end their journey before it begins. Stealing from Doc Mitchell would make him hostile, and has the potential to cut off the character creation process before it's finished. Imagine getting through the SPECIAL settings, then having him go hostile before you get to sit down to set your skills - continuing the game would be nearly impossible (especially for those who don't know how to surrender).

The stuff at Trudies is not marked as from the goodsprings faction either..
You'll lose karma but will still be able to sell the stuff freely anywhere..
Also it counts as owned by the player, so does not remain red if dropped.
Not sure about her safe though or its contents.

I role-played asking Doc Mitchell permission to borrow the items in his house till I get back on my feet economically. As a trade-off, I give him joint ownership of everything I drag back to his place, which I use as my primary base of operations till Novac. It's a good deal for both of us.

How could he go rutting threw my stuff without asking... There is no info he could find that could help him with my case of double-tap to the head!

It is not theft if it is not owned. Things in the game are clearly marked as owned (some of them for no understandable reason.) Would it salve your conscience if he said, "Help yourself to anything else you may need on your way out?"
