IIRC, There was one written for Oblivion, there hasn't been one written for FONV.
I would suggest, in your case, to remove all the mods, including the stuff in your textures and meshes folder,
find some tutorials on how to use mods, and also read the readme.txt that come with each mod, and
one-by-one, add mods to your game, until you get comfortable with adding mods to your game.
I'm trying to be helpful here, as it sounds like you're new to using mods, and if you're
having trouble with missing meshes and/or textures, you're probably installing them into the wrong folder etc etc
So, best to start over, and manually keep track (if you have to) of the mods you install, and as I said,
take it slow, install each mod one by one, go into the game, verify the mod is working, quit the game
and add another mod.
You could very well be using conflicting mods that overwrite each others textures and meshes also.
