I want to roleplay a wraithslayer (ie killing ghosts)

I want to get started as soon as I leave the sewer without grinding until silver weapons become available?

any silver weapons to get straight away?

Yep, Chorrol fighters guild for a silver shortsword (it's on a weapon rack in the guildmaster office area).

Leyawiin fighters guild has a silver longsword on a rack on the top floor, plus some free steel armor on the second floor.

You can get a Silver Longsword and a complete set of chainmail armor, except for the helmet, at level 1 in Bruma.

You just need to do the Two Sides of the Coin quest. You start it by listening for rumors about Joundr.

Only mentioning this as you have a Bruce Lee avatar, remember you can hurt ghosts with your bare hands at Journeyman hand to hand.

There's an enchanted silver "dagger of depletion" that can be found with a skeleton in the wilderness between Skingrad and Kvatch, east from Fort Istirus.

Actually the "disposable enchanted" is another option to consider. If your character has the strength to carry multiple weapons, carry one or more enchanted ones for the ethereal undead only, and a regular one for normal use. The enchanted weapons continue to be effective after their charges are exhausted, the only limitation is that you need a smith to repair them once they're too worn out to use, or just sell them and find more.

Most of the imperial legion carry silver weapons early on.

The other possibility that comes to mind is to use a Bound Dagger instead of a real one. You can get one cheap at Edgar's Discount Spells. "You don't want the very best. You want cheap. And I got cheap." :)
