Also, I will Be doing builds again that people can get faster and easier than my others so put in comments the answer to my question and request for builds

You can get him to join you if you have the "Confirmed Bachelor" perk. Other than that and the speech check I don't think there is another way.

You can also have a high rep with the Followers of the Apocalypse.

I remember not being qualified at all for getting Arcade...then I found the speech option for INT >4. I was so happy.
