Is archery balanced in Skyrim?

So my dual wielding hack n' slash character was wiped out by a save bug, and I don't feel like rebuilding him. Just don't have the heart. Made another character today, a pure destruction Breton mage but I realized how much mages svck in this game.

Is archery decently balanced? I'm planning on using a Bosmer.

Solo archery with no sneak or magic is very underpowered until you get the stagger perk. Sneak archery is very overpowered. Archery with a companion or conjuration is fine.

Archery is initially difficult, until you get the stagger perk, which makes it possible for you to fight a short-range combat guy without dying a lot. Stealth + Archery will make you a beast.

Archery is pretty cool, but I would recommend you also put some points into sneak if you are going to focus on bows.

I play a stealthy archer and like it.
To me it doesn't feel overpowered, because you are in deep trouble if enemies spot you, which does happen often enough, especially while travelling.
If you manage to stay hidden, though, it is pretty strong.

And yes, stagger perk is pretty cool, but it takes a while to get it.
