Okay, the Archimedes strike does ~12000 DMG (The Vault Wiki), how the heck does an Npc or even the player absorb that much damage, nothing has that high of a threshold.

Try it, go on very hard and go try to smite Securitron mk2s, even some NCR soldiers have the red shield.

Or is this only me?
