Are All Settlers Created Equal?

Perhaps there is a PC user out there that can answer this question for me. Are all settlers/minutemen/residents created equal are do they have diverse stats? If their SPECIAL stats are random or at least different among leveled actors, then certain one's would be more proficient with certain kinds of weapons.

Obviously the perk chart wouldn't apply to NPCs since there are perks that could only affect the player character (dialogue perks and such). But do NPCs have access to combat perks like Rifleman or Commando? Or some equivalent to them that can affect their proficiency with certain types of weapons?

Also, do settlers level with the player character or is their level locked? Are they all the same level? And how does NPC level affect them, since the only benefit from the player character leveling is gaining a perk?

I know some of these things we may not know until the Creation Kit is released but stats should be viewable through concole commands. I just happen to play on Xbox. :P

It's time consuming the check the SPECIAL of every settler. With the console you can only view one attribute value at a time

I know, but you don't need to check all of them. Just two settlers to see if there is any variation. Inquiring minds want to know.

You can use .bat file in which case you can see them all at once.
