Like all mer, they descend from the Aldmer.
And yes, it is possible for an Altmer to have Bosmer ancestors. However, he/she would probably be considered "impure" in the Isles.
Though the Altmer appear to have a tolerance for the Bosmer. They think of them as a lesser race, but at least they aren't humans or Dunmer.

I ask because, if I create an Elven / Mer character in Skyrim (very possible), I'm thinking of having him be a descendent of my Morrowind character, which was Bosmer. It was always kind of the roleplay that I had with my Morrowind character, that there were other "heroes" in his bloodline. Not a noble bloodline, just a bloodline with specific talents.
I had created a secondary character that was supposed to be the brother of my main Morrowind character. I downloaded the Moon Elf race mod to represent the character, because the character was more arcane than my Bosmer character, but at the time I didn't like Altmer.
I do like the way the Altmer look this time around, so I am debating between Altmer and Bosmer, and I was thinking of recreating my Morrowind secondary character, and turning him into a descendent of my Morrowind character, and was wondering if that'd work in the lore as an Altmer descendent of a Bosmer ancestor.
