Are comments allowed in the Oblivion.ini?
Example:

[Interface]
DlgFocus=3.5000 (Removes the really annoying 'all up in your face' closeness during dialogue as described here.)

Is their a comment separator like in programming languages?

Put them after a semicolon.

Edit: FYI: Notepad++ does syntax highlighting for comments in INI files.

The standard for an INI file is to prefix any comment with a semi-colon ;
This works in Oblivion.ini

I find it also helps to hit F5 after a comment to add a time/date stamp.

You'll also find that that's rather meaningless unless you're using the specific program you use to edit INI files. In EditPlus, hitting F5 opens the "Goto Cliptext/Directory" pane :)

And in the program I use, F5 does nothing :)

Same here, ha-ha. Isn't that kind of a standard action in programming environments on Windows?
