Well the number of voice actors has shot up considerable. I wouldnt doubt both the old and new voices are in. We will see more voices per race for sure, and yes the demo does show that off a bit by having the Morrowind voice pop up

Coincidentally Jeff Baker was in FO3 (male Dunmer voice from Morrowind), but the ghouls were voiced by Mike Rosson.

After hearing the Dunmer in Bleak Falls a bit more, I do have to say it sounds more like the Ghouls voiced by Mike. Either way though, they don't sound howdy doo cheerful.
